Scope and Contents
The President Stanford O. Cazier papers documents Cazier’s time as Utah State Universities' (USU) Twelfth President. During his presidency, 1979-1991, he oversaw significant University developments, and this collection includes correspondence, reports, and office files related to his and USU activities. A majority of this collection is correspondence and files with or related to state and federal agencies, institutional council, university administration departments and colleges and with others outside the university community. This collection also includes Inauguration files, Cazier's calendars and daybooks, professional and personal papers, and subject files.

Conditions Governing Access
Access to all files marked GRAMA are restricted. Not available through interlibrary loan. In July 1991 the amended state records act of Utah went into effect (see Utah Code Annotated, 63-2-101-909). The Government Records Access Management Act (GRAMA) specifies public access to all government records except those classified according to one or more levels allowed under GRAMA. Those files deemed to be of a private nature within the presidential files have been tagged with GRAMA, and permission to view these files must be obtained form either the University Archivist or the University Records Officer.

Permission to publish material from the President Stanford O. Cazier papers must be obtained from the University Archivist and/or the Special Collections Department Head.
Biographical Note
Stanford Orson Cazier, also known as Stan, was born in Nephi, Utah to Gerald and Edna Jeanette Cazier on June 11, 1930. Cazier attended Juab High School, the University of Utah (U of U) between 1952-1956, where he completed his undergraduate and later his master's degree examining the life of the statesman William Henry Hooper, and his PhD from the University of Wisconsin (UW). While at U of U, Stan met and married his wife Shirley Anderson and later had their four children, David, John, Paul, and Thomas.
Before becoming President of Utah State University (USU), Stan worked a variety of higher education intuitions throughout his career including, the Bronx Community College in New York in 1959, as an instructor, professor, and eventually department head at the USU History Department from about 1953-1964, vice provost, and assistant to USU’s eleventh President Glen L. Taggart, and as the president of California State University Chico from 1971-1979.
In 1979, Stan became USU’s twelfth President and served in this capacity until 1991, where he oversaw many significant financial and developmental changes to the university. Some changes included a significant increase in student enrollment, annual budget, grants and contracts, gifts and endowments, academic programs, involvement with the campus alumni publication Outlook, and an interest in the USU student experience. A result of the increased funding, USU added several new facilities and buildings, including the Eccles Conference Center, Nora Eccles Harrison Museum of Art, Caine Dairy Center, Dee Glen Smith Spectrum, Emma Eccles Jones Education Building, David B. Haight Alumni Center, the University Inn, and the S.J. Quinney Natural Resources. After his presidency ended in 1991, Stan continued as a professor emeritus in the USU History Department until 1997. Stan is honored at USU in many ways including USU’s Main Library being named after him as the Merrill-Cazier Library,
Stan was known for his support of humanitarian and non-profit organizations like CARE and the LDS Humanitarian Fund. He was also an active community member and driver for Meals on Wheels, a non-profit located in Cache Valley, Utah. Stan passed on March 14, 2013, in Logan, Utah.

Arrangement
The arrangement of this collection reflects an intellectual order of Cazier’s life and activities as President. The physical order and numbering of items is second to the intellectual ordering of this collection. Within each series, files are ordered chronologically and alphabetically.
This collection is arranged into ten series and several sub-series. Series I-IX are concerned with Cazier’s time as president.

IV. General Correspondence and Office Files: This makes almost half of the entire collection. Includes the two sub-series, Correspondence Index, Chronologically Alphabetical.
V. Academic: This series includes files related to various colleges and academic departments including department reviews. Many of the names do not reflect current USU structure. The nine sub-series included: College of Agriculture, College of Business, College of Education, College of Engineering, College of Humanities, Arts, and Social Sciences (HASS), College of Family Life, Graduate Studies, College of Natural Resources, and College of Science

Originally filed in the President's Office and later accessioned into University Archives starting February 16, 1993.
Processing Information
In 2025, as part of the University Archives remediation project, USU presidential papers received secondary processing that is reflected in the current version of the finding aid. The original filing order is still retained through the physical arrangement of this collection but comes second to the intellectual order implemented during secondary processing. Series and sub-series were used to retain the old filing order and were based off the original processing arrangement. Files remain chronologically alphabetized within their series.
The University Archives accessioned the first installment of the Presidential papers of Stanford O. Cazier on February 16, 1993, with subsequent accessions including the presidential files up to the academic year 1990-1991. The papers were originally processed in the early to late 1990s and were generally kept in the original filing order. The original register was arranged chronologically and alphabetically, with each year following roughly the same order: state and federal agencies, institutional council, central administration, university departments (centrally administered), colleges and departments, and an alphabetical file, consisting of various university programs and correspondence from outside the university community.
